LAGOS, Nigeria — Body scanners bought for Nigeria’s international airports following the Christmas 2009 bomb attempt remain unused months later, though officials said yesterday that US air marshals now protect flights coming into the West African nation.
Harold Demuren of the Nigerian Civil Aviation Authority said that the government needs to train officers to man the screening devices in place at Murtala Muhammed International Airport in Lagos and at the international airport in Abuja. The machines have yet to be installed at the international airports in Kano and Port Harcourt, he said.
Demuren said explosive detection equipment and full body pat-downs for international passengers ensure a similar attack “never happens again.’’
“We want to make our airports extremely unfriendly to terrorists,’’ Demuren said at a US Embassy-sponsored press conference.
The Nigerian government purchased 10 body scanners immediately after Umar Farouk Abdulmutallab allegedly attempted to bring down a Detroit-bound airliner with an explosive device hidden underneath his clothes. Abdulmutallab started his journey at Murtala Muhammed International Airport and went through one metal detector before boarding his initial flight.
Security officials suggest that body scanners, which create detailed 3-D images of passengers’ figures, would have shown the explosives that prosecutors say Abdulmutallab had hidden inside his underwear. However, that equipment now sits idle as international passengers walk through security screening at Murtala Muhammed, the oil-rich nation’s busiest airport.
The United States gave Nigeria four full-body scanners for its international airports in 2008 to detect explosives and drugs. Those machines remain in use by federal antidrug agents at the Lagos international airport and elsewhere, though Abdulmutallab did not undergo a screening.

Since the bombing attempt, relations have soured between the United States and Nigeria, one of the country’s biggest suppliers of crude oil. The United States initially put Nigeria on a list of “countries of interest’’ that included Afghanistan, Cuba, Iran, and Libya, requiring incoming passengers to undergo additional screenings. That sparked a nationalist outcry in Nigeria that calmed only after the United States eased the restrictions.
The bombing attempt did, however, push Nigeria into signing an agreement allowing air marshals aboard international flights between the United States and Africa’s most populous nation....

Nigeria’s aviation history remains marred with air fatalities and lax security. The United States put a six-year ban on direct flights from Murtala Muhammed International Airport in the 1990s over security concerns.
In October 2005, an airplane flown by Nigerian carrier Bellview Airlines crashed after takeoff from Lagos, killing all 117 people onboard. In May 2002, an EAS Airlines jet plowed into a heavily populated neighborhood after taking off from Kano, killing 154 people.
Since the crashes, Nigeria has worked with the US Federal Aviation Administration to improve its safety ratings. While not yet considered in the top echelon on international airports, Nigeria will improve with assistance from the United States, Demuren said.
“It’s establishing a safety culture on a solid rock,’’ he said.

US officials say insurgents, including Americans, are training in militant camps in Yemen’s vast lawless spaces and allying with powerful tribes opposed to the government of President Ali Abdullah Saleh.

Those concerns deepened in December, when Al Qaeda in the Arabian Peninsula claimed responsibility for the failed attempt to blow up a Detroit-bound airliner.
In the wake of the Christmas attack, with US aid, training and intelligence, Yemen’s military and air force have struck repeatedly at Al Qaeda sites and suspected hideouts, and arrested several suspects.
Then how come we rarely read about them, and how come they never go away?
In a statement, the Yemeni government said the attacks bore the hallmarks of Al Qaeda and resulted in the death of seven members of the security forces, three women, and a child in the southern port city of Aden, about 200 miles south of the capital.
Gee, that is REALLY INTERESTING seeing as "the FBI and the CIA, [have had] a "permanent" presence in Yemen since 2003."
That one of the most important security institutions in the country’s second largest city could be attacked reflects the state’s weakness, said analyst Mansour Hael, hinting that the attackers must have had inside help.
And there it is, in print for you all to see.
“The question to ask is how these attackers were able to infiltrate such a fortified security area. This raises a number of suspicions,’’ he said.
I read that and all I can think of is 9/11.
The headquarters of the powerful intelligence agency is in an upscale neighborhood of government offices overlooking the sea, flanked by the state television building and a branch of the Transport Ministry.
Now this is REALLY STARTING to STINK!!!
It was the same facility that 10 prisoners broke out of in 2003, including one involved in the plot to blow up the USS Cole in 2000. Seventeen US sailors were killed in the plot.

An eyewitness said gunmen in military uniforms approached the building after parking an old sedan and a microbus at the historic Crescent Hotel.
That does it for me.
The witness, who works in the building but was outside at the time of the attack, said the gunmen fired rocket-propelled grenades and threw hand grenades at the building’s entrance before charging inside in a hail of bullets.

SANA, Yemen — Yemen said yesterday it has arrested the suspected coordinator of the spectacular attack on the southern intelligence headquarters, which freed detainees and left 11 people dead.

An official statement said the suspect belongs to “terrorist groups’’ in Yemen and has a criminal record, including a bank robbery last year blamed on Al Qaeda. There was no word on whether any other suspects had been arrested or whether the authorities had recaptured the freed detainees.
The government has yet to comment on the eyewitness accounts of freed detainees.

The attack was the first such suicide bombing in Sana in a year, and it cast doubt on the effectiveness of the Yemeni government’s US-backed campaign against Al Qaeda militants, who have found a haven in parts of the mountainous, impoverished nation where the central government’s control is weak.

Washington has stepped up counterterrorism aid to Sana over the past year, warning that Al Qaeda’s offshoot in Yemen has become a global threat, particularly after it claimed responsibility for the failed Christmas Day attempt to bomb an American jet liner heading for Detroit.

Security was visibly tightened around the US and British embassies after the attack. The area of the explosion was sealed off as Yemeni and British officials inspected the scene of the attack.
Al Qaeda in the Arabian Peninsula, an offshoot of Osama bin Laden’s terror network, was formed more than a year ago when Yemen and Saudi militant groups merged....

WASHINGTON — Yemeni authorities have 12 Americans in custody, and the arrests may be linked to a joint US-Yemeni antiterror campaign, a State Department spokesman said yesterday.
The spokesman, P.J. Crowley, declined to provide details about the case, except to say the State Department is aware of the arrests and is seeking more information about the individuals being held.
Last Wednesday, Yemeni security officials said authorities had detained several foreigners, including Americans, Britons, and an Australian woman, in connection with an investigation into Al Qaeda’s increased activity in the country.

The arrests reported last week were made after foreign intelligence agencies provided lists of names of people they wanted to have detained or put under surveillance, according to two Yemeni security officials who spoke on condition of anonymity because they are not permitted to brief journalists.

It was not immediately clear whether the 12 Americans cited by Crowley were among those reported to have been rounded up last week, but Crowley suggested there may be an antiterrorism connection.
Asked whether he could confirm a report that the Americans had been picked up in Yemen at the request of the US government, Crowley replied, “We have great cooperation with the government of Yemen.’’
“Together, we are doing our best to help Yemen reduce the threat posed by Al Qaeda in the Arabian Peninsula,’’ Crowley said. “That’s a threat to Yemen. It’s a threat to the United States. But beyond that, I’m not going to talk about specifics.’’
Al Qaeda’s offshoot in Yemen has steadily increased in strength since key leaders escaped from a Yemeni jail in 2006.
Translation: They were let go.
The two Yemeni security officials who said last week that authorities had detained several foreigners on suspicion of connections to Al Qaeda said some of them are believed to be linked to the Nigerian man suspected of attempting to blow up a Detroit-bound airliner in December.

While the tanker flies a Greek flag, Menino and other local officials have opposed the shipments from Yemen and vowed to continue pressuring federal officials to keep LNG tankers out of Boston Harbor.
I'd be more worried about dummy passports and patsies from Mossad if you want to know the truth.
Opponents of the tankers worry that terrorists could board a ship as stowaways and potentially ignite the flammable gas as the tanker docks in Boston....

The Coast Guard approved LNG deliveries from Yemen to the Distrigas of Massachusetts plant in Everett earlier this month, over the protests of Menino and other local officials. Even though LNG tankers have passed through Boston Harbor since 1971 and tankers now visit about once a week, it has alarmed local officials that the ships loaded with explosive fuel originate in a country known as a haven for terrorists.
Yup, ANY DAY NOW something could go BOOM in BOSTON -- and then ALL the TYRANNY and TREASURE will have FAILED and been for ABSOLUTELY NOTHING!!!

US Representative Stephen F. Lynch, a South Boston Democrat, described the security measures as “extremely thorough and aggressive,’’ but he, too, questioned the wisdom of allowing such a ship to come so close to a large population center. He also called for an independent review and threat assessment of the LNG loading facility in Yemen.
“The safety concerns here are enormous,’’ said Lynch, who joined the 30 or so crew members on the tanker before it reached the harbor and monitored the Coast Guard team’s operation yesterday. “We must continue to explore all our options to reduce to the greatest extent possible the risk to the public.’’

Distrigas and the Coast Guard said that extra security precautions minimized the risks.

Public safety for each delivery costs roughly $25,000, Menino said, an expense he expected Distrigas to pay.

Distrigas has signed a 20-year contract with its Yemeni supplier and expects to bring as many as 30 shipments a year through Boston Harbor. The company provides 20 percent of New England’s natural gas on a typical day.

“The mayor thinks the security is effective,’’ Laidlaw said.
Coast Guard and State Police officials declined to comment on their security procedures. Boston and Everett police and the Massachusetts Environmental Police also provided security.

Early yesterday, as the tanker passed Maverick Square, the hulking, red vessel completely obscured the usually picturesque parkside view of the Boston skyline, even the tallest buildings. Six different police officers stopped and asked a Globe reporter and photographer for identification at four spots around Boston and Everett.

A special operations officer with an assault rifle and binoculars kept an eye on the Tobin Bridge from a point in East Boston as police closed the bridge, so the tanker could back under the structure and dock in Everett.
At a press conference after the ship arrived in Everett, House Speaker Robert A. DeLeo of Winthrop said he continues to have grave concerns about the LNG shipments.
“This didn’t just happen today; it’s going to happen weeks and months from now,’’ DeLeo said. “I’ve already started some conversations with folks in the congressional delegation. It’s important we look at offshore sites.’’

BUENA, N.J. — He was raised in New Jersey, where he was on the high school wrestling team and earned a black belt in karate. Nearly a decade later, Sharif Mobley is under arrest in Yemen, suspected of being an Al Qaeda member and accused of killing a guard in an attempt to break out of a hospital.
While some acquaintances were startled by the news out of the Middle East yesterday, a former classmate said Mobley had strong religious views in high school, often trying to convert friends to Islam, and became increasingly radical, especially after they graduated in 2002.
Roman Castro, 25, who did a tour with the Army in Iraq, said the last time he saw Mobley, about four years ago, Mobley called him a Muslim killer.
The FBI, the State Department, and other authorities said they were trying to gather information about Mobley. But the allegations appeared to illustrate a phenomenon US intelligence officials have warned about: American Muslims becoming radicalized and joining terrorist movements overseas.
Mobley, a 26-year-old natural-born US citizen, was identified by Yemeni officials as a Somali-American.

Mobley moved to Yemen about two years ago, supposedly to learn Arabic and study Islam, a former neighbor said.
Before that, Mobley worked for several contractors at three nuclear power plants in New Jersey from 2002 to 2008, said Joe Delmar, PSEG Nuclear spokesman. Mobley carried supplies and did maintenance work at the plants.

The Al Qaeda branch in Yemen was linked to the failed Christmas Day bombing of a Detroit-bound airliner. Also, Major Nidal Hasan, the Army psychiatrist accused of killing 13 people in a shooting rampage at Fort Hood, Texas, last year, had exchanged e-mails with an extremist cleric in Yemen.

Nevertheless, Edwin Lyman of the Union of Concerned Scientists, an industry watchdog, said the case raises questions about security at the nation’s nuclear plants....

He has not been accused of attempting to make a bomb or attack a nuclear plant.

Every worker entering a plant has to clear security, explosives, and radiation checkpoints, and that information is recorded, Nuclear Regulatory Commission spokesman Neil Sheehan said.
The plants also teach employees to recognize and report suspicious behavior.

The Coast Guard said yesterday that it will allow tankers carrying liquefied natural gas from Yemen into Boston Harbor despite concerns about the cargo coming from a country that has been called a haven for terrorists....
Opponents of the plan worry that terrorists could board the ships as stowaways and potentially ignite the flammable gas, though the company importing the LNG, Distrigas of Massachusetts, disputes the risk.
Distrigas has signed a 20-year contract with a Yemeni supplier and expects to bring in up to 30 shipments a year to its Everett facility. The imminent delivery would be only the second from Yemen to the United States. A tanker carrying Yemeni LNG arrived earlier this week in less-populous Sabine, Texas, according to John Healey, Coast Guard captain of the port of Boston, who said the Coast Guard spent a year reviewing security plans for the Yemeni shipments.
Healey said additional security measures will be put in place by Distrigas and validated by the Coast Guard when each vessel arrives; he declined to detail the procedures. Coast Guard officials will review each shipment as it comes in, he said, and they reserve the right to deny vessels entry to the harbor....
House Speaker Robert A. DeLeo, of Winthrop, had also expressed grave concern about the potential danger of bringing the highly flammable gas into the congested harbor, but he said yesterday that the Coast Guard had allayed many of his fears.

At the Yemeni port, she said, the ships operate at an “enhanced security level’’ with safety plans that meet international standards. Additional precautions are in place to prevent unauthorized people from boarding the ships, which have open compartments that discourage stowaways, she said.
There is a second security checkpoint between Yemen and US waters, she said. In addition, when a ship is about to enter Boston Harbor, its captain is required to check every compartment on the ship “that could possibly house a person’’ and report the findings in writing. After the captain completes the check list, the Coast Guard repeats the same procedure, she said.
“We’ve been working with the Coast Guard to bring LNG shipments safely into Boston Harbor and Everett for 40 years,’’ Churchill said. “We have a safety record of which we are very proud.’’
Company officials have taken issue with some of the opponents’ assertions and with past studies about the risks of an LNG explosion. One study, by the Federal Energy Regulatory Commission in 2004, was based on flawed assumptions and its recommendations were “scientifically unsupported and premature,’’ Francis J. Katulak, the company’s senior vice president for operations, told the federal agency at the time.
Churchill said yesterday that other studies have shown that “LNG is just as safe as other liquid fuels, if not safer.’’ The studies, including two conducted by the US Department of Energy, have concluded “the risks of LNG can be managed with the appropriate procedures,’’ she said.
In the past, national security officials have said that as many as a dozen Al Qaeda operatives had entered the country by stowing away on LNG tankers. Former counterterrorism czar Richard Clarke wrote in a 2004 memoir that national security officials had “learned that Al Qaeda operatives had been infiltrating Boston by coming in on liquid natural gas tankers from Algeria.’’
But his former assistant, Roger Cressey, said last year that tankers from Yemen pose no greater risk than those from other countries, as long as ironclad security measures are in place....

On Oct. 7, 2008, Yemeni President Ali Abdullah Saleh said that security forces had arrested a group of militants linked to the Israeli intelligence agency.... George Bush released a couple of phony operatives from Guantanamo, and after traveling to the Middle East, they hooked up with the Mossad. However, buried deep in the middle of the piece is an incredible acknowledgment, by Bliar.
Bliar wanted the second UN resolution "because it would serve as an 'insurance policy against the unexpected' if anything went wrong with the military campaign... [it] would give us international cover, especially with the Arabs."
Do you comprehend the significance of the statement, reader?
When Bliar talks about an "insurance policy against the unexpected' if anything went wrong with the military campaign," he recognizes that what he and Bush initiated is a WAR CRIME!!!
When Bliar is concerned about the military campaign and "unexpected" events, he is concerned about the fact that THEY MAY LOSE!
ONLY LOSERS ARE PUNISHED FOR WAR CRIMES!! WINNERS NEVER ARE!!!
Despite their "supreme confidence" and certainty in their case and cause, these guys were AWARE that they were COMMITTING a WAR CRIME by invading Iraq.
