It's a WAR. The President stated "Gadhafi must go" and started bombing Libya. Those are acts of War. We are at War with the Gadhafi regime in Libya, which is the current government of Libya. We have apparently taken the side of the rebels/militants in the Libyan Civil War (Obama did anyway, and he seems to be dragging the US with him for now).

The President SHOULD HAVE obtained Congressional authorization before committing the US to this new War. The Constitution and the War Powers Act both say this (War Powers Act would only allow President to unilaterally start military action in case of attack/imminent attack on the USA - which we didn't have re: Libya). Obama said the same thing before he was President. Biden also said the same thing and said he'd lead the charge to impeach the President if he started military action without Congressional authorization.

The President and his spokespeople are trying to avoid the word "War" because they have shirked their Constitutional responsibilities (including the duty to get Congressional authorization before starting a new War), and they are trying to avoid getting IMPEACHED.
