If over 100 missiles were launched into the United States would the President say: This "could be" an act of war or would he say: This "is" an act of war.?Despite the television pictures of bombs and cruise missiles finding their targets, the intervention by the United States and European allies is, legally, not yet an actual war.

REALLY?? Bombs, destruction and military forces destroying people and places seems to be how I would DEFINE the word--- WAR!!
