Senate Bill Offered to Investigate 9/11
All eight Republicans and all nine Democrats on the Senate
Governmental Affairs Committee have voted in support of a bill
to create a commission of 14 prominent citizens who would
investigate the events 9/11.
"The overriding purpose of this inquiry must be a learning
exercise, to understand what happened without political interference
or preconceptions about the ultimate finding," said Senator Joseph
Lieberman, who heads the committee and co-sponsored the
legislation with Senators John McCain and Robert Torricelli.
The commission, appointed by the President and Congressional
leaders, would consist of seven each Democrats and Republicans.
None could be a current office-holder. The panel itself would decide
which issues to investigate and would report its progress after six
months and its findings after a year.

on 9/11.

While the War on Terrorism has been pursued energetically, there
are a number of matters concerning the response of our air defense
system which, if left unaddressed, could result in serious harm to the
people and government of the United States.

On September 11, 2001, national air defense systems did not operate
effectively and, now that we are engaged in a war that has no end in
sight, it is absolutely necessary that we examine the causes of the
failure of our national air defense.

To illustrate how serious the problem is, here is a useful comparison.
On October 25, 1999, Payne Stewart's Lear jet deviated from its flight
plan shortly after having departed from Orlando, Florida. Within four
or five minutes the military had been notified and fighter squadrons
were quickly scrambled to intercept the flight and investigate. On
September 11, 2001, after two commercial airliners had been
confirmed hijacked and had crashed into The World Trade Center
towers, the drastic deviation of flight 77, according to government
officials, was not reported to the military until thirty-eight critical
minutes had elapsed. This is but one of the numerous disturbing
points in the unprecedented pattern of failure of our national air
defense response on 9/11.


Please consider the importance of the proposed bi-partisan
examination of the events of 9/11 and urge congressional and
presidential approval of the bill.

The President declares in mid May that, had he known that
the enemy would use hijacked planes to attack buildings, he would
have done everything in his power to prevent it. However, on
September 11th at 9:05 a.m. the President was told that America
was under attack by terrorists using hijacked planes to attack
buildings and he did nothing about it at all for 25 critical minutes.
When he was informed of the on-going attack, there was a third
plane in the air that had been reported as having been hijacked.
Eleven minutes later a fourth plane was reported as having been
hijacked. The President neither sought nor was he provided with
information regarding the threat posed by those planes. He
remained unengaged in the effort to defend against an attack in
progress when he was told of it. This completely contradicts his
declaration of what he would have done. In fact, he waited to act
and was ineffective, only giving orders to shoot down the plane
that struck the Pentagon after it had done so.

Americans and its visitors have a right to far better defense than
was demonstrated on September 11, 2001, when at every turn
excuses and inaction were offered rather than effective response.
If America is to have effective means of protecting its citizens and
its visitors, hard questions regarding the massive failures of
September 11th must be asked, explored, and answered. The
administration ought to acknowledge the need to address the
failures as a part of the necessary correction process. Secreting
past failures or distracting attention from them in no way will
provide meaningful improvement in our security.

It is important to note that its own excuses may have themselves
encumbered the administration on September 11th. The Pentagon
claimed that Flight 77 was headed for the White House, which claim
was supposed to excuse officials from responsibility for the lack of
warning given to workers in the Pentagon who were killed or injured
in the attack. There is, of course, no way that anyone could have
determined that the White House, not the Pentagon, was the target
when Flight 77 was ten or thirteen minutes distant from Washington
D.C. unless they knew what the terrorists had planned. Thus,
suspicions could be expected to arise from the fabrications of the
government in Washington interpretted as true by secret service
personnel with the President on Air Force One.

Departure and crash times September 11, 2001

The Pentagon has explained that, since the end of the cold war, reductions in
air defenses were made, which accounts for the ineffective response to the
attack on September 11. One problem with this explanation is that the need
to report emergencies involving aircraft that deviate from authorized flight
paths and the need to make visual contact and escort such errant aircraft
have not diminished at all since the end of the cold war. The recent example
of the routine report and response to the Payne Stewart flight is an example
of the capability that exists to respond to aircraft that do not respond to
controller radio instructions and how quickly and seriously such emergencies
are treated.

If the report of and response to emergencies of September 11 had been in
accordance with the required procedures, escorts would have been scrambled
in time to make visual contact with each of the flights well before before they
reached their targets. Since escorts would have been with American Airlines
Flight 11, which deviated early on, those escorts would have been able to
respond to United Airlines Flight 175.

Ignored History

The history of terrorist attacks on American targets, including The
World Trade Center and numerous warnings of people with
considerable experience investigating terrorism, left no doubt that
The World Trade Center had long been a target of terrorists. Many
facts and developments further pointed to the real danger of
commercial aircraft being used in future attacks. For example, Egypt
Air Flight 990, although the report of the NTSB was being delayed
by Egyptian objections, had clearly been crashed deliberately. Air
defense capabilities would have effectively prevented Flights 11 and
175 from reaching The World Trade Center, if they had been used
according to established air defense procedures.

President George W. Bush's father was the target of a failed
assassination attempt April 14, 1993 in Kuwait. The World Trade
Center had been bombed just two months prior to that. With that
history, the Secret Service ought to have prevented President George
W. Bush from entering the Emma E. Booker Elementary School after
having learned that a hijacked aircraft was on a course toward New
York. (The school is less than five miles from an international airport.)
Vice President Cheney, in an interview after September 11th, touched
on a point that is vital to understanding the situation as it was. When a
hijacking is confirmed, the FAA, through the Secret Service,
immediately notifies the President. If the Secret Service did not know
of the hijacking and relay that information to President Bush, that was
a serious security failure. If normal procedure was followed, President
Bush knew of the hijacking before the first plane hit the WTC. During
the critical period in which our air defense system was failing, the
President was not engaged with air defense officials in an effort to
protect American people and property. The President was not on Air
Force One and airborne until one hour after the first World Trade
Center had been hit and six minutes after the Pentagon had been
hit. When was the President told of the two hijackings and the courses
to which they had evidently diverted? Why didn't the President
immediately become engaged in directing or at least monitoring our
defense?

Failed Intercept Attempt Questions
The questions regarding air defense response on 9/11/01 have to do
with the extreme delay in the times when the four airliners were in
emergency situations and those emergency situations were reported
and the times and places from which jets were scrambled to intercept
those airliners. It is important to note that the times of the reported
emergencies are provided by NORAD, not by the FAA. The times of
the reports themselves must be questioned because FAA performance,
as is seen in comparisons with incidents such as that of Payne Stewart's
Lear Jet, are quick. If FAA reporting was really as slow as NORAD
says, there was criminal negligence on FAA's part. In general, it should
be asked why, with our air defense capabilities and the excellent record
of the FAA in identifying and reporting emergencies, weren't Flights
11, 77, and 175 intercepted?


American Airlines Flight 11 failed intercept attempt questions
The first signs of an existing emergency were evident between 8:15 a.m. and 8:20 a.m.
During this time was no response from Flight 11 to controller radio, both normal and
emergency frequencies, and Flight 11 deviated from its assigned flight path. Transponder
contact was lost at 8:20 a.m. By the time Flight 11 made a sharp turn of about 100
degrees to the south, an emergency had existed for eight or more critical minutes.

The time elapsed between transponder contact and interceptors taking to the air was 32
minutes. In addition to the question of why the response to this emergency was so much
slower than normal, there is the question of the choice of the intercept response itself. In
this case, as with the others, the decision was made to scramble interceptors from bases
that were much further away from likely targets, while none were scrambled from bases
that could have intercepted Flight 11, which kept heading for New York. There is also
some question as to the speed of the scrambled interceptors.

United Airlines Flight 175 intercept attempt?
As with Flight 11, the bases from which interceptors scrambled, if they were, were not
those closest to the apparent targets (or targets that must be considered highest on the
terrorists' lists). Combat-ready A-10 aircraft (111 Fighter Wing) are stationed at Willow
Grove Air Reserve Station outside Philadelphia, which could have reached Flight 175 in
thirteen minutes, were not scrambled, compared to the thirty minutes it would take F-15
interceptors to reach Flight 175 from Otis Air Force Base. Battle-ready F-16 Fighters
of the 177 Fighter Wing, also than Otis closer by ten critical minutes, were not scrambled.

American Airlines Flight 77 failed intercept attempt questions
This is by far the most wretched failure of air defense. After the attacks of 9/11
claims were made that Andrews had no interceptors that it could scramble,
contemporary reports, as well as information available at the time, refute these
claims. Fighters did scramble and were seen in the air above, but not until after
the Pentagon had been attacked. Vice President Cheney stated that President
Bush authorized shooting down aircraft such as Flight 77, but not until after the
Pentagon had been hit. Why weren't orders or authorizations given to shoot
down all hijacked aircraft before any of them reached their targets?

United Airlines Flight 93 conflicting reports
of intercept and shoot down
At first it was reported that Flight 93 had been shot down. This was later denied.
Questions remain about the evidence and the investigation of the crash or shoot
down. Although Flight 93 was reported hijacked at 9:16 a.m., no Fighters were
scrambled from Langley Air Force Base until 9:27 a.m. in response to the report
of Flight 77 having been hijacked.

Evidence of Past Government Plans to
Deceive Americans by Provoking and
Faking Terrorist Attacks

Forty years ago today, that is March 13, 1962, the Joint Chiefs of Staff
submitted a memorandum with the subject line "Justification for U S military
Intervention in Cuba". This declassified document is available at www.copvcia.com/stories/nov.2001/northwoods.pdf
The "Northwoods" document details proposed actions that would result in
"projecting" the belief that Cuba was an "irresponsible government". Point 4
on page 8 "We could develop a Communist Cuban terror campaign in the
Miami area, in other Florida cities and even in Washington."

This elaborate plan, which the Joint Chiefs stated was but part of the effort
(the Department of State was expected to also submit proposals for the
"Cuba Project"), included "Exploding a few plastic bombs in carefully chosen
spots" and suggested that "Casualty lists in US newspapers would cause a
helpful wave of national indignation."
We are not suggesting that the 9/11 attacks were planned by our government,
but we do think that it is important that we not ignore the fact that, at times,
elements within our government have seen deception and manipulation as
necessary to the achievement of some goal. We include this "Northwoods"
mention because the response of agencies on 9/11 was so consistently below
the level we would expect, based on past performance and established
procedures.
In seeking the truth, we must not limit the questions asked, omitting some
because they are unpleasant. In fact, it appears that not asking the unpleasant
question may have led to the delayed and ineffective response. The unpleasant
question that should have have been asked and answered quickly was, "Do we
shoot down aircraft, killing the crew and passengers, in order to save lives on
the ground?" It is a terrible question to have to ask or answer and there are
others. If the aircraft had been intercepted, would we, lacking the awful certainty
of the horror that was intended by the hijackers, have the same "national
indignation" or justification that exists now? Did some person or persons fear
that, if he were informed in a timely manner, the President would quickly order
the aircraft be shot down?

repeatedly said that one of the reasons that our response to
