The U.S government decided after 9/11 to declassify a lot of cables and transmissions in hope that if anything untoward was to be discussed, somebody in the government or military would pick it up.
One thing they didn't consider is that somebody who is employed by the US government may just divulge the information.
That to me is short sighted and plain stupid. If you want a secret kept secret you tightly restrict the amount of people who are able to see it and not have the numbers of those privy to the information in the thousands
