If the western powerrs' intention is good and want to really stop the fightings in Libya, they should pull in the other two powers to work out the best option. Even if these two powers are unwilling to participate, the US and her Nato allies with their massive firepowers easily impose the no-fly zone and force the two fractions to come to a ceasefire.
