While the Libyans are fighting & killing each other and the western governments are complementing whether to intervene or not, two other powers Russia and China are just sitting there watching how they move.

This is one smart move of Russia and China -- to sit there patiently and to wait & see how other players come into the game and how they will kick the ball. You side one fraction by arming them, they will side the other fraction. A game of brinksmanship. So there is no point for 3rd parties to enter into the fray, unless they got an agenda in mind or wanting the civil war in Libya to escalate further. If the western powerrs' intention is good and want to really stop the fightings in Libya, they should pull in the other two powers to work out the best option. Even if these two powers are unwilling to participate, the US and her Nato allies with their massive firepowers easily impose the no-fly zone and force the two fractions to come to a ceasefire.
