There are a handfull of "Basques" who think they deserve their own country since they are different from everyone else and have superior genes. The basque separatism concept actually began in the early 20th century. Look at the Aryan superiority concept that also began at that time.
ETA, the basque terrorist group, depends on torture, asassination, extortion, and robberies to prolong their cause. Many of ETA's members live off the spoils of that organization.
The Spanish government with help from France has been able to capture key members of ETA and has brought the group to its knees. Previous "truces" declared by ETA have only served to enable them to re-arm & recruit. When ready, they again commit their terrorist acts.
Since over the last 50 years or so, many people from other parts of Spain have gone to work & raise families in the "Basque Country" area. The idea of a Basque Country separate from Spain is not desired by the majority of those living there.
It is interesting to see that almost all the violence has occurred in Spain whereas those calling themselves basques in France are quite peaceful & calm, making no noise for "independence".
