.A no fly-zone could be implemented, but forget about it being a clean and simple process. It is in fact, combat. Libya has anti-aircraft batteries, and hand held stinger missiles we'd have to deal with. And the helicopters fly too low and slow to easily find. Moreover, according to a former pilot who took part in the 1986 bombing of Libya and also the Iraq no-fly operation, not all planes and choppers can be assumed to be hostiles, and we'd have to be prepared to deal with a pilot being shot down and captured. So there are things to consider, and prices to be paid.
