"Western leaders know NATO jets could easily force Moammar Gadhafi's few dozen Cold War-era warplanes from the skies and rob the Libyan dictator of a powerful weapon against rebels trying to oust him. But they're wary of involvement."
In all this talk they forget to realize that they would be committing an act of war.
I can also imagine that either the Russians or the Chinese or perhaps both would supply Libya with some new anti-air defensive systems. They do not have to be fans of the old dictator in order to do this. They certainly have systems that they would love to test out against real western fighters.
Russia has an additional incentive, as a mess in Libya means higher oil prices, which benefits them greatly.
Let's just stay out of that sh+thole and let them resolve their own issues. Gadhafi is older than dirt and soon enough he will be one with it.
